Your page numbers are wrong from the printed rule book. Are you using the Beta rules?
Anyway, the rules will state if you are guarded, p15 states that squad commanders are guarded within 2 inches of a friendly model from the same squad. There may well be other examples in the book but that is the first I found.
number 2 means engaged means the same as close combat. So basically if you shoot a flamer and hit a model that has a CCWR of 1 inch. Then any figures that it could fight in close combat, within an inch, also gets hit using the weapons ROF as the number of hits.
Stops you from sniping off figures in close combat with a flamer by placing the template over the enemy figure and avoiding your own. I also can't remember anything that stops you from shooting if you are within anyone's CCWR. Other that to reduce the shooters RS, however in this example the Shot auto hits so RS is not an issue.
Not sure about the -3. I use it all the time even if not in cover or half range but I may be wrong I haven't played using the big game rules.
Look at the colonists entry for a Psy weapon. I believe they have one.

Found Psy wpns now I look through my rule book. P22 states that "saving rolls against this weapon require a WP test and not and armour test and thus ignore IA. If an RS test is required WP is used instead".

Your right about RS and engaged models, How did I miss that.

You do not get the same legal protection with crowd funding as with either a retail or mail order purchase. (It doesn't matter what I believe or not it is not the same as ordering a product or we would get the same protection. ) That is until someone gets a legal ruling in their favour gaining additional consumer protection from either the crowd funding site or the project admins. Which I am very much in favour of.
As to what crowd funding sites have become if you believe that they are an online preorder, that is not actually what they are, although I agree many companies appear to use them that way, rightly or wrongly.

I dont think printing was an issue, from what was implied. It was more the fact that they weren't ready. I was kind of looking for the basic resource cards in the rule book or as a download but as yet its just a case of make your own or use tokens. From the WZR rules the cards are a real bonus and getting them right can add a real flavor to the army. Here's hoping that they get it right.

Not released yet. Someone on one of the forums stated that they concentrated on the rules and got them out and the decks would appear later. No timeframe has been mentioned.

Sorry I don't know about the v2 rules and cards going up as freebies on the official site. I think they are there on one of the facebook groups at least what was going to go in was posted on there and it looked really promising.

Firstly, and I am not trying to be confrontational here, you backed a kick starter not ordered a product which is entirely different. Secondly are you a member of the Kickstarter facebook group, if not I suggest that you join it and you will find much useful information there. In brief the Kickstarter items are being sent out, however Prodos have said that they will group all the items into one package. That means that if you have in your pledge items that have yet to be approved by Fox or haven't yet been made they will not send out any remaining ks items. At the minute the cloaked predators, resin terrain, alternate marines have yet to be released. The war game rule book is due for release on the 17th of March.
There are a couple of ways to get any outstanding items, these are to collect from a show where Prodos are in attendance, or you can make an order via the Prodos games website. If you make a comment on the order they will send any outstanding items that are available with your order.

There are a number of facebook groups that I can send you details of if you are interested. I wouldn't say that the updates are regular but you are much more likely to find out stuff if you are prepared to scroll back through them a bit. Obviously with the unleashed, war game rules, and V2 of the hunt begins coming up a lot to the newer stuff has been rehashing what has been said before about the Ks and the state of items.

Alt marines are still in development. The war games rules are due for release on the 17 th March as well as version 2 of the game and an upgrade kit that will upgrade your original version of the game with a new rule book, cards and tokens. I don't believe the war game rules will be sent out to ks backers who still have outstanding items awaiting production or approval by Fox until your whole order is complete. Are you aware of that? There are a couple of ways around that, those are to collect those parts of your order that are available from a show where Prodos are in attendance, or make an order via their on line shop. Just wait till the 17th or later so the rule book is out.
